Headless Horseman can be found in Hollowed Ground in the Graveyard Hidden Portal at Haunted House.
Bigfoot has been removed and re-added a few times, so I'm not too sure if he still spawns today. Most of the hidden streets in Phantom Forest should contain him if he still spawns.

I have seen both spawn in the Labyrinth leading to Gollux. I believe both mobs have since been nerfed and are very underwhelming.
I'm pretty sure the headless horseman still spawns in the little map next to the haunted house
Both spawn in random maps in the forest now I believe.
