Regular Knight of Cygnus:
1. Get to 120
2. Accept quest to become an official knight
3. Kill [url=http://www.basilmarket.com/MapleStory-monster-Manon-305.html]Manon[/url] + [url=http://www.basilmarket.com/MapleStory-monster-Griffey-306.html]Griffey[/url]
4. Turn in quest
5. Accept quest to kill Black Witch
6. Kill Black Witch
7. Advance to Advanced Knight + Get medal
8. Peridot quest becomes available
9. Get the 5 peridots
10. Turn it in and make your Cygnus

For Mihile:
1. Get to 120
2. Job advance by killing 100 guards
3. Get quest to collect peridots
Note: There is a glitch with Mihile UA creation. Some say that it is gender locked as a female, which isn't a problem to you I would assume. Others say there are skin color glitches. However, these may have been fixed but I don't pay attention too much.
Suggestion: Make a Thunder Breaker to 120 for the character card. Gives weapon attack.
Note: I'm not sure how new you are to Basil Market, but this website holds multiple threads on how to make an Ultimate Adventurer. Though it may be more work to look through the threads, it doesn't hurt to browse around a bit to find your answer. I must admit, I too am guilty of creating a new thread on a repeated topic.
