Well seeing as you need a PSoK to trade it, it would be pointless to craft on a character other than a DrK, mainly because you'll be unable to sell for a fair price let alone any price at all.
depends if it's worth the effort getting the materials
if you're just getting it from another character, then there's not much effort involved
if you're trading with someone else, there's risk and the chance that the trade won't happen
if you're going to collect the materials yourself, then...
