atk speed only increases atks that actually atk.. and not buff speed..buff speed has its own set delay which is mostly around 1.6 seconds currently in GMS servers

Sadly there are some places where ropes aren't available (see SH drill halls, unless you REALLY want to leave every time you need to buff...), and you'll just have to tough out the buff time. Or do what smart people do, and break up the buffs while killing inbetween so you don't lose your 999 combo o.o

I don't think buff cast times are affected by attack speed, however, attack speed may fact affect cast times.
For example, a Bowmaster with Attack Speed + 1 would have a quicker start-up delay than one without.
As previously mentioned, just climb a rope to buff faster xD.

no buffing has it's own time skill set. The only way to make it go faster is if you're on a rope/ladder. That always helps me
