Compared to the Pensalir set, a top and bottom with good potential will beat a full set; otherwise, no.

That being said, it is better to just use the pensalir overall since it will take a fairly long time until you get good potentials on all items, and by then you should be able to obtain a better set anyways, so while top and bottom seem advantegeous at first, in the long run it is simply more efficient to go with the overall.

I'm trying for SW, which would be overall. In many months I'll switch to CRA which will be top and bot.

SW weapon, hat, overall and gloves gives like 50 watk set bonus.
