When he says QQ, he doesn't mean the complaining QQ. QQ in China is like email, AIM, etc. in the States.

Uh,I apologise for my inability to comprehend the entire SS But this is what I think.
He's saying that he's a Chinese from China,and he's at Lian Xiao Hao. The TS's name is Jiao Liu and that Lian Xiao Hao is asking him if he has QQ.
And if I'm not wrong,Cao = eff word.
Chao = Noisy.
