Is the folder rdugehuq.$$$ required to run the game?
Maple hasn't been working for me since that was added there.

As was mentioned above, these folders with the $$$ in them are temporary folders created by the patching process.
If a patch fails for any reason, the Nexon installer just leaves those folders there instead of cleaning them up by deleting them, so they waste a HUGE amount of disk space.
You should always check the Maplestory folder after a new patch comes out to make sure none of these $$$ folders are left over, and delete any that you find so they don't build up and waste all your disk space.

The fact that there's a failed patch folder on your hard drive indicates the last time you patched the game it didn't work, which is probably related to why the game isn't working. You should try downloading the manual patch file from the Maplestory site "Support--> Game Clients and Updates" page and try running that to see if it will patch the game successfully.

If that doesn't work, delete the Maplestory folder, empty the Recycle Bin and then redownload and reinstall the game.

No, it's a temporary file Maple makes.
Just delete it, doesn't matter.
