Does the 15% PDR from Codex (SilentCrusade/Hoblin) stack with the 15% PDR on Nebulites? Or is that stacking only from Potential lines?

ew jp, nothings working qq. 15% PDR and 2% Att (Silent Crusade/Dead Mine) are giving me same dmg zz.
