DI pq is slow at that level; so yes, those are the best places to train at.

HoH got nerfed, so everybody trains at Second Drill Hall now
And with potential, cubes reset the potential on an item so that you have another chance at getting a line you want (in your case % str) and there's also a slight chance to increase in potential rank which makes the lines you can get better

People train at Stronghold Drill Hall 2 now or Knight District 4 because Hall of Honor was nerfed experience wise.

A cube will reset the potential of an item along with an extremely small chance of raising its tier from rare to epic to unique to legendary. People use cubes to attain certain stats such as STR %.

Hall of Honor was replaced with Stronghold when You and I (Rising Heroes in GMS) came out. The EXP:HP was nerfed, but Stronghold's District Halls weren't. Plus they're smaller, more clustered maps that make some classes perfect for training.

Once you have a potential revealed, there are four ranks it can possibly have. Respectively from lowest to highest, they're: Rare, Epic, Unique, and Legendary. They give stats the higher they scale. With NX cubes (or any in-game cubes), you have a chance to level up the rank (at a low chance, though). What cubing does is change the potential of the item.

KSH since party play was removed from HoH and the spawn was nerfed. Cubes reset the potential (Let's say, 3% dex, 3% luk to 3% all-stat, 3% attack on a weapon so to speak) but don't reset the tier allowing gear to get better the more cubes you throw at it.

They nerfed HoH; SDH, Amory, and Knight District 4 are the top places people train at. Keep in mind for SDH, if you can one-hit the mobs, it's better to solo with a hs and kanna mules.

Edit: Here's a guide from the MapleStory website Cubing
