Refine the rocks too.
Go to the novice mine. Mine rocks. Wait for fatigue to reset. Mine more rocks.
There is no faster way. If you feel like doing the 2 hour long Gollux prequests, or get lucky with the RA secret shop, you can buy the profession coupon to jump from 9->10.
