P/c on this Possibly Xenon Spectrum Glasses
3L, Legendary, 6% Str 6% All 6% Dex... I'm not sure if i should use it as 12% str or sell it while xenons can take advantage of it.
Would i be able to get higher %str out of this?

Xenon uses STR, DEX, and LUK. In this case, a Xenon would get 12% STR, 12% DEX, and 6% LUK. The specs are very good for a Xenon.
Xenon will benefit the most from the specs. %Str, %Dex, %All will apply for them.
Oh really? i hope thats the case.. just not really sure how xenon's stats work >>
