Are you still able to exchange mastery books? I can't seem to find the NPC/any info online about it

No you cannot anymore. Old books are useless too.
Nope, removed ages ago. They should have left it as an option at the NPC but they didn't.
We could only exchange Mastery Books (not even all of them, some were excluded) during the events.
