Help with sculpture assignment

Hi guys, I need to create a public art piece (so, something with the intention of being placed in the public... ex. a sculpture of chained animal representing being caged may be put in a zoo, etc.). I don't actually, have to put my piece in a certain place... I just have to explain what my intention is. Anyways, I need help with generating ideas, it can literally be anything. Of course, I'm only going to make something I feel strongly about.
I can basically use any material (but, as a university student, I'm on a budget ). Preferably Clay, wire, maybe steel, plaster, Styrofoam, paper mache, etc.

Personally, I want to make a paper mache globe thing (with a coating of some sort), except it will basically be... dead? so like a dead earth... with the intention of putting it out in a park during the fall... reminiscing how the earth is dying (titled: "Fall of earth" or something), except, instead, it would of been killed by the human species (pollution or w/e...) I'm completely BSing here lol.

Anyways, feel free to throw some ideas in, either completely something else, or to add on/ change my idea. Thanks . P.S. My prof seems very political, so perhaps something political... global warming, drug use, tuition, racism, etc. (No trump related stuff please lol, I'm Canadian anyways.)
