If you're getting a character to 210 its worth it to drop the 50ish mil on empress gear
They're the alpha stage of superior crystals.
Nexon's response to players complaining that there is little variability in end-game items. So they added some new crappy sets that drop so often they are useless and they have weak set effects. In other words useless higher level equips.
