Animal Crossing Can I get rid of someone before moving in?

I started a new game a couple days ago, so I only have about 6-7 neighbors currently.
However, I started up my game and AGNES is moving in about 2 feet away from my house. Unacceptable.
Her house is still under construction, so I was wondering if I could get rid of her before she even shows up.
tl;dr: How do I get rid of agnes before she moves into my town...

@Colour: I don't even know if it's dedication at this point. At first it was a joke so I could rub it in my friend's face (who tried to get marshal for a long time too)
but now, after investing all this time I just can't give up. But like I've been writing down which villagers I get on each reset, and I've gotten Olaf and Graham probably 5 or 6 times each
but looking at the list of smug/snooty villagers (since my game is only giving me that personality type currently) I've never once gotten Keaton or Ken (or mofo marshal). What is life.

Please elaborate more on your unwanted furniture. What furniture do you have? Do you have any exotic furniture?
Thanks for the advice everyone!
@colour i've been making new characters and resetting to get marshal but after attempting for about 8 hours and probably rinsing through every single smug/snooty villager, still no marshal...
Do you know if some villagers have a higher chance of showing up than others or am I just unlucky lol (sigh... I should have just settled with Diana....)
dayum you dedicated. honestly your best bet would be to find someone on an animal xing community (belltreeforums/ reddit) willing to give him up and you can wifi over there to take his sweet azz back to yo crib. you're just super unlucky but there's like a good 300+ villagers in the game so it's quite a lot to be relying on rng there

It's true that they can't request, but they will move out shortly anyways

If you already saw the house lot, its too late. The way the game works is that it saves when you start up, so your visit today has been registered. The way around this (for the next time) is to make a new character and go through the introduction until you can roam around and look at the houses and locations. When you're content, place your new villagers house anywhere and save, then you can delete him. The day will be saved already.
That's all for next time you suspect you'll have a village plot land somewhere you dont want them to. Your best bet at this point is to ignore the villager (never speak to them for anything) until they decide to move out.

That didn't work?
The only thing you can do now is to just interact with them normally until they come up to you with the prompt of moving.

i had a villager move right next to my house and ive ignored him for 3 or 4 weeks (since he's moved in basically) and now he's leaving
but aside from that there is nothing you can do lol

Youre screwed with the position, should have made a new char for plot resetting trick

If you didn't save, then you could just reset your game so that her house is not as close to yours.
If you did save then there's really nothing you can do about it.
