For best DPS, you should get to the hard cap and spam Rai...unless you consistently cap, in which case Shinsoku is marginally better. 15 aps versus 14-point-something.
Katanas are Fast (5). You'll hit the hard speed cap with booster, Quick Draw stance active, MPE green pot, and dSI/AS +1 (don't need both unless you want to hit hard speed cap without Quick Draw stance).
