Not going to post equips, since their pretty much obsolete. (clean tempest pretty much)
Just asking for any tips on how to gear this shad, don't mind the level requirements.

GO buy a baselard, saw a couple in fm for 180-200m already.
I had the same amount, got the full empress set (w/o shoulders and dagger) and got 4 %6 luk items (earings, tempest belt, earrings, ring and shoulder) this should leave you with about 20-80 mil which you can use on mastery books? the baselard is dropping in price so you can just wait for it to get low enough so that you can buy it

get a mid game item, if you're gunna scroll an empress you are not gunna want to equip it till it's completed...
Buy clean Empress equipment and maybe some %LUK Tempest items.
