Yep.
iirc, the pickpocket pilfer was given during a Valentine's Event several years ago.

I think you've got that mixed up with White Identity.
yes you can just finish the nlc quest line, which is
1 - subani's legacy, and lost (a lot of annoying killing and collecting quests)
2 - finding jack (jq.... avoid those totem poles in valley of heroes)

4 - do his quests (annoying collecting quest)
