Doesn't work like that at all. Enhancements with stats like luk str int dex are random. What you are talking about only applies to weapons. Also I doubt you have a 100 luk hat or overall without enhancements.
with 100 stats i think its 3 stat increase?
i know for a fact 200+ gives 5. it all depends on how much of a specific stat you have
