can you still start the quest to get it after week 1 happens? thinking of making a new char next week but i dont want to miss the ring on the char

so i noticed we can start week 2 ring upgrade quest now, but i also just finished week 1 on a char today.
Does this mean we can do all 4 weeks of quests even after week 1-3 have pasts?
EDIT: And i assume that if you miss the days for getting the item for scrolling the ring you cant get them, but the weekly quests to upgrade the rings form just become available each week but does not prevent others from starting late correct?
Can I still get weekly rewards like the cubes on week 3 and 4 even without upgrading the slyph ring

You can probably get the ring but you won't be able to upgrade it.
You need to complete 1st, 2nd and 3rd week to upgrade the ring to the final form.
Complete 5 days of daily quest on week 2 and 3 to get the scroll to upgrade the ring on final stage.
