Well at typhons I use steal to catch typhons that are too far for bot to reach. If they get stunned theyll drop down so I ether keep stealing until they dont get stunned or jump to them and BoT so the stun effect goes away.
I don't know anyone that trains with steal, and it's certainly not required in order to train at windraiders. They hit about 500-800 so once you can survive a couple hits, get savage blow to a decent level, and can afford to use a lot of pots, go ahead and train on them.
On a side note, I maxed steal at the expense of dagger booster and I do use steal in my training, but only once or twice per group. It is the longest range attack bandits have before assassinate so it is useful for catching runners. It isn't remotely as powerful as savage blow or BoT though.
