IIRC 26-30 should be free levels as well, 46-50, and 56-60. That's all I remember, and that's all that matter'd to me since the other levels you just fly through anyway.
Seems like you're getting half the information you're asking.
You only get 'free' levels if you [b]did not[/b] level up after completing his recommended quests. If you do level, you don't get the cool little button.
Its actually pretty awesome cuz sometimes when your done with the primary quest of a particular level which is mostly around 36-40 46-50 56-60 a button comes up at tots quest that says "move to next level" and depending which class u have its like 3 free level ups or 1 whatever the case may be but its a free level up so you cant really complain.

56-61 if you do certain aspects of Gallary, I got free levels from other stages too, the requirements seems to differ

Also keep in mind that it's different for lots of classes, just keep your eye out on ToT every level and do whatever she/he/whatever it is tells you.
