Mastery Books too cheap?

Today, I was browsing the FM and saw two Dualgun Expert 20 books (1 for 1 mesos, the other 4.4m). I also noticed Spikes Royal 20 went down to -10m.
Did I miss the memo or something...of Dualgun Expert getting deleted? Seems too good to be true o-o;
