Is the champions patch = tempest patch?
If so, does that means that it`s the patch where the legends get their hyper skills?

we won't get hyper skills till angelic burster probably, which is after kaiser, which is after luminous
No, The champion patch is the warrior,bowman, legends revamps, the pvp revamp and some other stuff I think.
