Misleading title is misleading I thought you somehow morphed pixelated time and space to smash that hat into a rock that does some weird stuff...
I think critical only works on weapons.

What above said. You can't use crit one on hat it only works on weapons or items that can have weapon potential( such as cards)
You'd have to put the +4 Luk on it if it's between the two. Crit nebulites cannot be equiped on equipment, only on weapons!
+4 luk =~ 1% luk neb (if you have 400luk base)...but +4 luk doesnt change, its always the same.
So why settle for only +4 luk which never increases, %crit is much better.
