Smirking Ghost Stump Quest
It's a ~LVL 20 Quest. u need to kill 100 of the monsters & get this Doll drop.
Thing is, it's been over an Hour & havent gotten the doll yet....
Is it A "Glitch" or a ridiculously Low Drop Rate..?

It's a glitch, it's on the bug section or w/e on the maple site so yeah lol, I have the same problem
As far as I remember it had a rediculously low drop
Although if you've been their for an hour I would try forefitting and redoing the quest
