%hp is theoretically the cheapest one but it's so rare so realistically, %dex is the cheapest.

From most expensive to cheapest : Luk---->Str---->All Stats---> Int--> Dex---> HP ( correct me if I'm wrong).
Should be dex.
Depends on your server, but it is likely %dex.
