Having issues staying connected

My friend is having issues staying logged in. It will randomly, and always disconnect him between the first second of being in-game to 4 minutes. He'll start lagging to the point where everything is still and he can't attack, and after a few seconds of waiting for that to go away he'll get disconnected (both to the main menu, or crashing completely). He's tried both the website's download and Steam's down, but it results in the same thing. He has re-installed and refreshed the game cache (on Steam). It's been happening for the past 2 days now, and we still have no idea what's wrong.

I'm not having the same issue. I can log into every character I have, and it won't disconnect me. Same area, same channel, same everything. He's the only one being disconnected out of the both of us.

Do any of you guys have a solution to this, and is anybody facing the same issue?
