Which neb would give me higher damage?

Thinking which one should i use for phantom when he comes out.

% attack and % damage are the same thing down to several decimal points.
And last I checked, 4 is > 2.

Actually your wrong. If you take the formula's for both % att and % total damage they come out to be the same.
The only difference with them is 2 things: % att is shown on your range AND % att adds damage to DoT effects while % total does not.

Unless you have like a poop-ton of WATT, it's pretty much the same. Look at it this way: If you have 200 weapon attack, and you use a 2% nebulite, that's only 4 more attack. If you do the math with the total damage one, it's going to be about the same.

4%damage >>> 2% att
all in all i reckon 15% pdr > 4% damage > 2% att.
