what is the point of elemental decrease?

what is the point of the skill elemental decrease for F/P mages why would you want to decrease your element if its what you use?

Kid use your head! It's a situational skill! If you're training on fire or poison weak monsters you're obviously not meant to use it! Use it when you're up against monsters resistant to fire or poison.

Several bosses are strong to fire, so it is great for that.

Its used on monsters that are strong to your element. By using it, your element it made "neutral" and does regular damage on the monster, as opposed to weaker damage due to the monster's resistance.
