Who has a higher DPM? (After both of their nerfs, and the damage cap is raised?)
Also, how much would I be able to fund a kaiser with about 3B? (I've already got evo rings)

And how would I go about funding? Just get a full empress set for now? Wait for tyrant equips?
(Also off topic, does the regular 1.5x coupons stack with the year end 1.5x?

The revamp basically makes any AB is op argument irreverent.
As for funding Kaiser with 3b, you can probably get it's range up to 40~60k.
