General

Pretty much all classes have the same basic concepts for builds:
Step 1 - 1 point into all attack skills
Step 2 - max all passive/buff skills that increase damage output or attack speed.
Step 3 - max all other passive/buff skills
Step 4 - put any remaining points into attack skills (if an attack says it is required for a later job skill, max that skill)

Commonly, whatever you use as a primary attack skill in that job range, it will be replaced immediately in the next job range, so that skill tends to be done last (and tends to get 1 point away from being maxed).

maxed what? As long as you max all of your passives and buffs in jobs 1-3 youre fine

2nd job leave ice strike at 19 and 3rd job leave the ice attack at 14! And yeah, you'll get to 100 pretty fast
