Im serious.I dont know what the heck this thing is,or what it does.I see henehoes use it after a word or sentence,sometimes other reasons.

It's used to show "approximately".
For example, I started playing maple ~1 year ago. = I started playing maple about/around/approximately 1 year ago, give or take a couple months.
It can also be used in web adresses. I know for school, to get to different teachers sites, it was the college name, then Tilde, then the teacher's name.

It's to make something like "hiiiiiiiiiiiiiiiiiiiiiiiiiiiiii" shorter, like so "Hi~"
