(This is entirely Speculation) Spinel's Forest is a map made for when you end up in a glitched/non-existant map. Spinel can send you back to basically anywhere in the Maple World.
I ended up here because I died in Amdusias' Lair and re-spawned in Henesys Hunting Ground 3. When I tried to go back through HHG2 and HHG1 to get back to Henesys... Maple crashed when I hit HHG1.. When I logged back in, I was here. o.o

I assume this being the result of Nexon being to lazy to remove the maps that are just sitting there in game.. :T
