It's from "People You Know - Dance Gavin Dance" (It's screamo so be careful if you're going to look it up)
I understand what cynical means and I understand what it means to dgaf but I'm still confused...

He's too jaded to say he doesn't care? Bleh.
I think he's saying that he already knows that everybody is selfish, so he doesn't really care anymore.
Being cynical implies that you have some sort of opinion on the issue, so he wouldn't be able to say "I don't care" since he harbors that opinion.

I think he is to indoctrinated or something. At least, that's what I think.
