Yes, Decent SI boost magic attack casting speeds.
And elemental weapons were apparently stealth fixed a while back, so they should be giving the appropriate damage bonuses now.

The weapon speeds has no effect on attack speeds for I/L Archmages, so using an empress staff would be fine.

If you already have a 5 set Empress, go with the Empress wand not the staff because of the speed difference. If not, then go with the Elemental Staff 8, either clean or GM scrolled. The staff will add 10% damage to CL and 5% damage to GC.
