Battlemages! Cheap skill books, no basic skill book, and %int items are cheap! It's also fun!
It depends kinda:
% Int and Luk are cheap right now, so thiefs and mages would be less expensive
most of the pre-existing mastery books are cheap (though I have noticed mech books are extremely cheap on average, counting all of their book skills)
cept that.. mercedes is ridiculous to fund.. im thinking of switching classes.
Bishops i suppose.
