Okay, I did the math for you. Requirement for Dragon Khanjar is 75 str and 150 dex.
Let's say you have everything regular, without potential or with %luk potential. These are the basic items that you will need.

Z Helm : 15 Dex 15 Str
HTP +3: 51 Dex 51 Str
Robe: 15Dex (Easiest one to get)
Medal: 2 Dex 2str(Common)
Base: 25 Dex 4Str

Total: 111 Dex + Miscellaneous(39+) 72 + Miscellaneous(3+)

That's all assuming that you're very funded. It will be very difficult to equip the Khanjar without HTP fully scrolled. So as you can see, Str will NOT be a problem. For Dex, if you can afford it, you can buy two evolving rings... that will be 14 off already. Then just wear some shoes, gloves, weapons, or more rings with dex... maybe better equips than I've listed.

Stay dexless with CHTP, Czak, a great Blackfist, Dex armors with POT %Luk you should wield a pescas easily and become a God but thats in a perfect world i doubt your THAT funded and if you are then... Wow be my friend plox

czak scrolled with dex, try to hit at least 35 dex and 21 str
htp 22 all
earrings 10dex+ with luk%
belt 5+ to all stat at least with luk%
rat mouth with dex?
specs with 5+ dex
perfect crusade shoulder 11 dex and str
2 evolve rings 14 dex and str
abv ab ring? 2/2/1/1?

that should be enough for bottoms... get 20+ dex ones with luk%
top just aim for 20+luk

DuDe.... if your dexless u use maple equips until 127 u use vip dagger at 127 ..... all ur armour should be % luk because the 127 dagger doesnt need dex. facePalm

Honestly from all my eq, i got about 50% dex from my %all stats and the random %dex. Idk why people think "dexless" is so good. Wearing a lvl 20/30 sauna is not good.. neither is wearing a lvl 64 claw? lol

Or be dexless + funded..? I mean getting 200 dex from eq's without trying is not very hard. i got 130% AND +210ish dex.

Lemme put it this way:

DEXless is going to work for you until people start running around in full 140 gear, then you'll be screwed.

No you are.

THEORETICALLY, if TS had lots of money to spend on equips, he could go dexless/strless AND get luk% gear while all of his gear is making up for the lost dex/str he needs to wear the equipment. I'm too lazy to do calcs but; say he had 35dex czak with 25dex CHTP (egged), 2 Evo ring 17's (I & II), Angelic Blessing, Best Dex ring possible, etc; he'd already have enough to wear the top/bottom, if you factor in crusader codex stat bonuses along with dex on his earrings/cape/shoes/etc. See where I'm going?
Not to mention all of those equips could be 3lined and tier 3 , therefore providing him with the most potential possible.
