If I make 3 level 10's will I be able to equip all of them?
If not then could I equip a level 10, 9, and 8?

you can only wear 1 evo 3,2,1 since it says "one-of-a-kind item" ( personal experience) i have done it lv17 evo 1 and 2 both stack but you cant stack 1 and 1
yes, same as previous evo rings, they are each unique, so only one of the same type can be equiped at time, you cannot equip 2 evo ring III
