I tried to log onto ms today but it said contact billingpp at nexon.net. it also said I was banned. Recently anything related to billing was I spam baught 5k Nx.

I'm sure Nexon handles the billingpp bans quickly, provided that you pay them.

I'm not sure. I've never had this happen to me before, I just realized what happened to you because there's been other people on basil who've had this happen to them too.
