high school presidency speech?

hi guys.
i'm running for the president of my student council and my speech is due on tuesday. i've been contemplating for the longest time and i've come to no avail- i have no idea what i need to include in my speech. the average speech consists of the speakers talking about themselves, why they think they're right for the jobs and promises they make to make the following school year better. that sounds jolly, except i don't know what i can do to make my school better. fundraisers, i can't do any. legit, my school has a fundraiser like 8 times a month. we have bake sales, donation boxes, etc. so many things its ridiculous. also, next year we won't be able to sell food frequently so i can't think of any other ways to raise funds.
i can't promise us more dress down days (we go to a uniform school) because the principal hates doing the 3 we already have as it is. he thinks the girls dress with too much exposure and wants to cut down what we already have. i can't promise more school dances because we need to get the budget/get them approved from the principal (who is very reluctant in doing so any way). i can't promise late starts or early dismissals (that's not in our power either). i can't really plan anything like plant a tree day or something creative like that because my school has 18 DIFFERENT COUNCILS! we have councils such as equity council, environment council, even an international council. everything i could possibly think of can't be realistically promised, or is in the turf of other councils.

i'm a great guy if i may say so myself- i'm extremely nice to everyone, very approachable and i'm really liked by the masses. i'm a public figure as i'm involved in a lot of extra cirrics and i'm always doing assemblies and speeches. i'm really caring, dedicated and hard working and i know that if i get the position i'll do everything in my power to make the events we already have go smoothly as possible. i don't know what to promise and what to do though. i'm afraid (some) people may not think i'm good enough. i'm starting to think i'm not good enough.

it shouldn't be as serious as i'm making it out to be, but if the guy i'm running against takes it to heart; i have to too.

aha i won the grade 11 position last year by sounding really confident and having a dope slogan. i won by a landslide. public speaking is kinda like my "thing" so i'm confident when presentation time comes around.

@Quickjumper7 i won't be the average politician. forget that. i want to be straight up and i don't want to lie what so ever. the only thing i'm afraid of is what if my opposition comes up with this amazing idea? what can i possibly do then? everyone has been telling me that the other guy is so prepared and he has all these ideas, even my best friend told me i need to get more serious. its why i'm really afraid.

Say what you told us. No need to lie or fluff things up to get into office, be better then the average politician.
