Their leveling is not the best but certainly not bad either.

^This is probably the most un-bias'd comment you'll get.
The easiest to lvl can be somewhat measured by rankings while the other end(dmg/bossing) can be somewhat measured by how fast you can clear a boss (youtube).

I think cygnus knights are easy to level
As Queenlorde said, Luminous and Demon Slayer both have excellent mobbing skills so they level up fast.
ln terms of damage, currently Night Walkers are one of the best bossers around, and Zero is the strongest unfunded class.

Strongest is really debatable. Highest 1v1 dps is NW. Best mobbing is luminous. Then there are jobs like BM, NL, BW, Zero, FP, DK which are also insanely good for their own merits.
