Best USB cable for fast phone charge

for a high-quality phone cable. The standard one I have isn't charging up to its full potential. Then again, it's not gold plated and shielded like the one above. I also doubt it's 28/24 gauge wire.

You have a fundamental misunderstanding of electricity.
That cable is marketed for reliable data transmission. Additionally, gold plating is a useless feature since that part of the plug doesn't carry signal or power - it's just to protect the pins from damage. The quality of an average cable and a premium cable isn't going to affect charging whatsoever.
What will speed up charge times is your choice of power source. An adapter that's rated to deliver more current will quicken charge times.
