2, because Transposing DOES NOT reduce it from 1 > 0. At least, it didn't when I transposed my staff when Commerci first came out, idk if they changed it.

1 because it'll remove 1 star and keeps the effects and a sw weapon has more base att so itll add more per star

In all seriousness though, isn't it best to do it as early as possible? Enhancing is based on the attack on your weapon, so you get more attack per enhance the more attack your weapon has (I think it goes up by +1 every 50 attack or so). So the sooner you do it, the more potential you can get out of the equip.
