Buttons jammed on new laptop

So I got this new laptop, but when I downloaded MS, I realized my Alt and Ctrl button are stuck. I would hold down Alt, which is my jump, but I would only jump once. Same for my Ctrl button. I turned off sticky keys, but the problem was still there. Eventually, I turned on filter keys, but then my attack on Ctrl had this delay. Holding down a button to type and holding down backspace also became extremely slow. I don't know how to make it return to normal, I never had this problem on my old laptop. BTW, my new one uses Windows 7 and my old used Vista.

Another annoying problem was that I would have to hold down fn to use buttons like F3. How can I set it so I don't need to do that anymore?

Go custom build a computer. It's much cheaper to buy and you'll learn more about your computer that way. If you can't build or are too afraid to build it, I'm sure you have some connections that can help you.

HPs are notorious for having keyboard issues. I went through 2 laptops due to serious keyboard issues before I learned my lesson. I would return and by a different brand. Just google HP keyboard issues dude.

I did that too, typing and backspacing is still slow and I'm pretty sure my Ctrl still has a delay.

Go to Controle Panel -> Keybored and turn of repeat delay to shortest and repeat to fastest.

Nothing! I got my new laptop and the first thing I did was install MS. I didn't mess with the settings or anything.
