They have acknowledged the problem and are investigating it.

you don't know what it's like to be nexoned on a daily basis until you play yut. smfh
@imaclubyou: There were glitches with certain characters not being able to transfer, and apparently 4 day wait in order to divorce. So no, there was no choice but to wait until the last days.
Spoke to GM in live chat just now, said their Game team is working on it and it'll be fixed, so I'm going to assume it'll be extended 1-2 more days depending on how long it takes.
no i talked to live gm yesterday, he said i should be able to transfer today, today at midnight is when the event ends
That's what happens when you wait last day.
@financepro wot? The world transfer is done instantly.
I believe this is because they won't allow to change between worlds for all the request today. My understanding is that the world change request previous 17th of Nov will be processed.
