The max % buff duration you can get on second line is unique IA buff duration, so like 32% give or take a few, but the problem is it's really, really expensive in terms of honor exp. A more realistic number that I've actually gotten is 20-25%, which is epic level.

I have all my equips off cept for katara and a random fruit knife I had in my inventory ^^ my only equip that gives me Critical is my katara and it's 10%. ^^

I will. After spending NX and so much fricken honor exp trying to get Attack speed +1, I never got it. I get buff duration all the time and reroll it because I don't need/want buff duration.
