Do Cygnus Knights get changed in Alliance?

Well first of all, I want to ask, Is Alliance Rising/Alliance Unbound the same as kMS' Union's Advance pt. 1, 2, and 3?

If so, in part 2, Cygnus Knights get a new skill at 110, and the skills u got originally at 100 and 110 were moved down 10 lvls (e.g. TB: Barrage @ lvl 90, SI @lvl 100, and Luck of the Dice @ 110). Is this going to happen/happening in gMS "Alliance"?
