Is there a certain time that it should be started today or can I log on now and wait for the one hour?

Thanks everybody! I get the concept of the event now.
It's usually safe to wait until you gain willpower and guild contribution to make sure MS knows you were on for an hour.
It's probably going to be like the relay event.
It never told you when accomplished something.
You just do it and hope that you did it right.
