The NPC you're talking about is in the event hall isn't it? Bottom right. Or am I thinking about a different one?

Aren't all event NPCs in event hall and where is the masked gentlemen supposed to be? NLC haunted house?
This event has me quite eager to do it, I wonder if my hopes are misplaced however.
